Contemporary Issue Analysis for Civil Servants (CPNS)
📌 The module aims to equip prospective Civil Servants (PNS) with national insight and state defense values to handle contemporary issues professionally.
🌍 Key drivers forcing bureaucratic change include globalization, technological development, democratization, decentralization, and increased national competitiveness.
🧠 ASN personnel are required to possess critical thinking, adaptability, and innovation beyond administrative duties to face these changes.
Six Strategic Contemporary Issues
🚨 Six key strategic issues requiring attention are corruption, narcotics, radicalism and terrorism, money laundering, proxy war, and cybercrime/hate speech/hoaxes.
🛡️ Addressing these issues is crucial as they threaten national resilience and directly impact the quality of public services.
💪 ASN must internalize state defense values and utilize their human capital—intellectual, emotional, social, moral, fortitude, and physical health—to confront these challenges.
Four Stages of Issue Resolution
1️⃣ Identification and Description: Recognizing the problem clearly through environmental scanning and critical thinking to spot the gap between the ideal condition and reality.
2️⃣ Filtering/Triage: Employing techniques like APKL (Actuality, Problematic, Legitimate, Feasibility) or USG (Urgency, Seriousness, Growth) to focus on the most critical issues.
3️⃣ In-depth Analysis: Analyzing the issue thoroughly to determine the root causes of the problem, not just the surface symptoms.
4️⃣ Solution Formulation: Developing realistic and executable alternative solutions based on the findings from the analysis phase.
Root Cause Analysis using Fishbone Method
🦴 The Fishbone (Ishikawa) analysis method systematically identifies root causes by first agreeing on a problem statement (e.g., the danger of radicalization).
🗂️ Causes are categorized (e.g., surroundings, system, skills) and filled in with potential contributing factors like poverty or inadequate religious education.
🎯 The root cause is determined by identifying factors that appear repeatedly across multiple categories; for radicalization, an insufficient incentive structure was identified as a primary cause in the example.
Key Points & Insights
➡️ PNS must maintain high sensitivity and concern regarding contemporary issues that threaten the integrity and sovereignty of the Republic of Indonesia.
➡️ Utilize critical and creative thinking to effectively identify, analyze, and recommend solutions for identified strategic issues.
➡️ Issue prioritization must employ structured methods like APKL and USG to ensure resources target the most urgent and serious threats to public service and national security.
